can't find chief

I have all the puzzles required done and the necklace assembled when I drop a villager on it then it says no apparent place to take the necklace.... I've looked for the chief and can't find him! |

is the chief in the woods behind the blind totem, cuz the walk through I found doesn't say I have to finish puzzle #15 to give the chief the necklace. |
